A large portion of this data is publicly available, yet it is underutilized as a tool to inform the work in the IETFproperor the broader research community that is focused on topics like Internet governance and trends inICT standard-setting.</t>information and communication technologies (ICT) standard setting.</t> <t>The aim of theIAB"IAB Workshop on Analyzing IETF Data (AID)20212021" workshop was to study how IETF data is currently used, to understand what insights can be drawn from that data, and to explore open questions around how that data may be further used in the future.</t> <t>These questions can inform a research agenda drawing from IETFdata,data that fosters further collaborative work among interested parties, ranging from academia and civil society to industry and IETF leadership.</t> </section> <section anchor="workshop-scope-and-discussion"> <name>Workshop Scope and Discussion</name> <t>The workshop was organized with two all-group discussion slots at the beginning and the end of the workshop. Inbetweenbetween, the workshop participants organizedhacakthon activities,hackathon activities based on topicsidentifedidentified during the initial discussion and in submitted position papers. Thefollowfollowing topic areashave beenwere identified and discussed.</t> <section anchor="tools-data-and-methods"> <name>Tools,data,Data, andmethods</name>Methods</name> <t>The IETF holds a wide range of data sources. The main ones used are the<eref target="https://mailarchive.ietf.org/arch/">mailinglist archives</eref>, <eref target="https://www.ietf.org/standards/rfcs/">RFCs</eref>, and <eref target="https://datatracker.ietf.org/">the datatracker</eref>.<xref target="Mail-Arch">mailinglist archives</xref>, <xref target="IETF-RFCs">RFCs</xref>, and <xref target="Datatracker">the datatracker</xref>. The latter provides information on participants, authors, meeting proceedings,minutes <eref target="https://notes.ietf.org/iab-aid-datatracker-database-overview#">and more</eref>. Furthermoreminutes, <xref target="Data-Overview">and more</xref>. Furthermore, there are<eref target="https://www.ietf.org/policies/web-analytics/">statistics<xref target="IETF-Statistics">statistics for the IETFwebsites</eref>,websites</xref>, the working group Github repositories,IETF <eref target="https://www.ietf.org/blog/ietf-community-survey-2021/">survey data</eref>andtherethe IETF <xref target="Survey-Data">survey data</xref>. There was discussion about the utility of download statistics for the RFCsitselfthemselves from different repos.</t> <t>Thereareis a wide range of tools to analyze thisdata,data produced by IETF participants or researchersinterestestedinterested in the work of the IETF. Two projects that presented their work at the workshop were<eref target="https://bigbang-py.readthedocs.io/en/latest/">BigBang</eref><xref target="BigBang">BigBang</xref> and Sodestream's<eref target="https://github.com/glasgow-ipl/ietfdata">IETFdata</eref> library; the<xref target="ietfdata">IETFdata</xref> library. The RFC Prolog Database was described in a submitted paper (seeSection<xref target="positionpapers"/> below). These projects couldbe used to addprovide additionalinsights to theinsight into existing<eref target="https://www.arkko.com/tools/docstats.html">IETF statistics</eref> page<xref target="ArkkoStats">IETF statistics</xref> andthe <eref target="https://datatracker.ietf.org/stats/">datatracker statistics</eref>,<xref target="DatatrackerStats">datatracker statistics</xref>, e.g.,related to gender questions, however, privacygender-related information. Questions oranydiscussion about the datatracker and possible enhancements can beissuedsent to tools-discuss@ietf.org.</t> </section> <section anchor="observations-on-affiliation-and-industry-control"> <name>Observations onaffiliationAffiliation andindustry control</name>Industry Control</name> <t>A large portion of the submitted position papers indicated interest in researching questions about industry control in the standardization process(vs.(as opposed to individual contributions in a personal capacity), where industry control coversboth,both a) technicalcontributioncontributions and the ability to successfully standardize thesecontribution as well ascontributions and b) competition on leadership roles. To assess thesequestion it has ben discussed to investigate participant's affiliationsquestions, investigating participant affiliations, including "indirect"affiliation e.g.affiliations (e.g., by tracking funding and changes inaffiliation as well as the nessecarityaffiliation) was discussed. The need to model company characteristics or stakeholdergroups.</t> <t>Discussionsgroups was also discussed. </t> <t>Discussion about the analysis of IETF data shows that affiliation dynamics are hard tocapture,capture due to the specifics of how the data is enteredbut alsoand because of larger social dynamics. On the side of IETF data capture, affiliation is an open textfield, whichfield that causes people to write their affiliation down in different ways(capitilization,(e.g., capitalization, space, wordseperation,separation, etc). A common data format could contribute to analyses that compare SDO performance and behavior of actors inside and across standards bodies. To helpthiswith this, a draft data modelhas beenwas developed during the hackathon portion of theworkshop whichworkshop; the data model can be foundas Annex 1 - Data Taxonomy.</t>in <xref target="appendix-a"/>.</t> <t>Furthermore, there is the issue ofmergers and acquisitionsmergers, acquisitions, and subsidiary companies. There is noauthorotativeauthoritative exogenous source of variation for affiliation changes, so hand-collected and curated data is used to analyze changes in affiliation over time. While this approach is imperfect, conclusions can be drawn from the data. For example, in the case of mergers or acquisition where a smallorganizationsorganization joins a large organization, this results in a statistically significant increase inliklihoodlikelihood of an individual being put in a working group chair position (see<eref target="https://www.iab.org/wp-content/IAB-uploads/2021/11/Baron.pdf">BaronKanevskaia</eref>).</t>the document by <xref target="LEADERSHIP-POSITIONS">Baron and Kanevskaia</xref>).</t> </section> <section anchor="community-and-diversity"> <name>Community anddiversity</name> <t>High interest from theDiversity</name> <t>The workshop participantswas also onwere highly interested in using existing data to better understand who the current IETF communityis, especiallyis. They were also interested interms of diversity,the community's diversity and how to potentially increasediversityit and thereby increase inclusivity,e.g.e.g., understanding ifarethere are certaingroups or listsfactors that "drive people away" and why. Inclusivity and transparency about the standardization process are generally important to keep the Internet and its development process viable. As commented during the workshop discussion, when measuring and evaluating different angles ofdiversitydiversity, it is also important to understand the actual goals that are intended when increasing diversity,e.g.e.g., in order to increase competence (mainly technical diversity from different companies and stakeholder groups) or relevance (also regional diversity and international footprint).</t> <t>The discussion on community and diversity spanned from methods that draw from novel text mining, time series clustering, graphminingmining, and psycholinguistic approaches to understand the consensus mechanism to more speculative approaches about what it would take to build a feminist Internet. The discussion also covered the data needed to measure who is in the community and how diverse it is.</t> <t>The discussion highlighted that part of the challenge is defining what diversitymeans,means and how to measure it, or as one participanthighlighted to definehighlighted, defining "who the averageIETFIETFer is".The questionThere wasalso raiseda question about what to do about missing data or non-participating or underrepresented communities, like women, individuals from the Africancontinentcontinent, and network operators. In terms of how IETF data is structured, various researchers mentioned that it is hard to track conversationsasbecause mailthreads,threads split,mergemerge, and change. The ICANN-at-large model came up as an example of how to involve relevant stakeholders in the IETF that are currently not present.Vice versa,Conversely, it is also interesting for outside communities (especially policy makers) to get a sense of who the IETF community is and keep them updated.</t> <t>The human element of the community and diversity wasstressed, inhighlighted. In order to understand the IETF community'sdiversitydiversity, it is important to talk to people (beyond textanalysis) and inanalysis). In order to ensureinclusivityinclusivity, individual participants must make an effort to, as one participant recounted, tell them their participation is valuable.</t> </section> <section anchor="publications-process-and-decision-making"> <name>Publications,process,Process, anddecision-making</name>Decision Making</name> <t>A number of submissionsfocussedfocused on the RFC publication process, on the development of standards and other RFCs in the IETF, and on how the IETF makes decisions. This included work onbothtechnical decisions about the content of the standards,but alsoon procedural and process decisions, and on questions around how we can understand, model, and perhaps improve the standards process. Some of the work considered what makesa successful RFC,an RFC successful, howareRFCs are used and referenced, and what we can learn about the importance of a topic by studying the RFCs,drafts,Internet-Drafts, and emaildiscussion.</t>discussions.</t> <t>There were three sets of questions to consider in this area. The first question related to the success and failure ofstandards,standards andconsidered whatconsidered:</t> <ul spacing="normal"> <li>What makes asuccessful/good RFC? Whatsuccessful and good RFC?</li> <li>What makes the process ofRFCmakingsuccessful? And howRFCs successful?</li> <li>How are RFCs used and referenced oncepublished? Discussionpublished?</li> </ul> <t>Discussion considered how to better understand the path from aninternet draftInternet-Draft to an RFC, to see if there are specific factors that lead to successful development ofa draftan Internet-Draft into an RFC. Participants explored the extent to which this depends on the seniority and experience of the authors, on the topic and IETF area, on the extent and scope of mailing list discussion, and other factors, to understand whether success ofa draftan Internet-Draft can bepredicted,predicted and whether interventions can be developed to increase the likelihood of success for work.</t> <t>The second questionwas aroundfocused on decisionmaking. Howmaking.</t> <ul spacing="normal"> <li>How does the IETF make designdecisions? Whatdecisions?</li> <li>What are the bottlenecks in effective decisionmaking? Whenmaking?</li> <li>When is a decision made? And what is thedecision? Difficultiesdecision?</li> </ul> <t>Difficulties here lie in capturing decisions and the results of consensus calls early in the process, and understanding the factors that lead to effective decision making.</t> <t>Finally, there were questionsaroundregarding what can belearnlearned about protocols by studying IETF publications, processes, and decisionmaking?making. Forexample, areexample:</t> <ul spacing="normal"> <li>Are there insights to be gained around how security concerns are discussed and considered in the development ofstandards? Isstandards?</li> <li>Is it possible to verify correctness of protocolsand/orand detectambiguities? Whatambiguities?</li> <li>What can belearntlearned by extracting insights from implementations and activities on implementationefforts?</t>efforts?</li> </ul> <t>Answers to these questions will come from analysis of IETF emails, RFCs and Internet-Drafts, meeting minutes, recordings, Github data, and external data such as surveys, etc.</t> </section> <section anchor="environmental-sustainability"> <name>Environmental Sustainability</name> <t>The final discussion session considered environmental sustainability.It discussedTopics included whatisthe IETF's role with respect to climatechangechange, both in termsonof what is the environmental impact of the way the IETF developsstandards,standards and in terms of what is the environmental impact of the standards the IETFdevelops?</t>develops.</t> <t>Discussion started by considering how sustainableareIETFmeetings, focussingmeetings are, focusing onhow much CO2the amount of carbon dioxide (CO2) emissionsareIETF meetings are responsible for and how can we make the IETF more sustainable. Analysis looked at the home locations of participants, meeting locations, and carbon footprint of air travel and remoteattendance,attendance to estimate thecarbonCO2 costs of an IETF meeting.InitialWhile the analysis is ongoing, initial results suggest that the costs of holding multiple in-person IETF meetings per year are likely unsustainable in terms ofcarbon emission, although the analysis is ongoing.</t> <t>Discussion also considered to whatCO2 emission.</t> <t> The extentareto which climate impacts are consideredinduring the development and standardization of Internetprotocols? It reviewed the text ofprotocols was discussed. RFCs and Internet-Drafts of active workinggroup drafts, lookinggroups were reviewed for relevant keywords to highlight the extent to which climate change, energy efficiency, and related topicsarewere considered in the design of Internetprotocols, to showprotocols. This review revealed the limited extent to which these topics have been considered.Ongoing workThere isconsidering meeting minutes and mail archives,ongoing work to get a fullerpicture,picture by reviewing meeting minutes and mail archives as well, but initial results show only limited consideration of these importantissues.</t>issues. </t> </section> </section> <section anchor="hackathon-report"> <name>Hackathon Report</name> <t>The middle two days of the workshop were organized as a hackathon. The aims of the hackathon were to 1) acquaint people with the different data sources and analysis methods, 2) seek to answer some of the questions that came up during presentations on the first day of the workshop, and 3) foster collaboration among researchers to grow a community of IETF data researchers.</t> <t>At the end of Day 1, the plenary presentation day, people were invited to divide themselvesininto groupswho selectedand select their own respective facilitators. All groups had their own work space and could use their own communication methods andchannels, or use IETF's gather.town.channels. Furthermore, daily check-ins were organized during the two hackathon days.AtOn the finaldayday, the hackathon groups presented their work in a plenary session.</t><t>The objectives of the hackathon, according<t>According to the co-chairs, the objectives of the hackathon have been met, and the output significantly exceeded expectations. It allowedformore interactionthenthan academic conferences and produced some actual research results by people who had not collaborated before the workshop.</t> <t>Future workshops that choose to
